Jeston Black brings to the Board a unique convergence of high-level government administration, labor relations, and deep healthcare policy expertise. Driven by a strong belief in public health policy, Jeston is dedicated to bringing wellness initiatives to education employees in the most accessible way possible.
Currently serving as the Deputy Chief Operating Officer for Multnomah County, Jeston serves on the executive leadership team and oversees critical departments including Health, Community Justice, and Community Services. His background is rooted in securing tangible outcomes for public employees.
As a former Public Affairs Consultant for the Oregon Education Association (OEA), Jeston spearheaded groundbreaking legislation that capped hospital reimbursements for the Oregon Educators Benefit Board (OEBB). By limiting in-network reimbursements to 200% of Medicare, he helped generate $107.5 million in savings, successfully reducing costs while preserving high-quality access to care for educators.
His commitment to education wellness is personal as well as professional. Jeston lives in Southwest Portland with his wife, Sarah, a teacher at Beavercreek Elementary and OEA member, and their two sons who attend Ida B. Wells High School in Portland.
