With over 15 years of experience in health promotion, education, and employee well-being, Rachel is a strategic leader dedicated to advancing equitable, community-driven initiatives across Oregon’s education system. As a member of the Oregon Well-Being Trust team for over 9 years and current Director of Benefit Programs, Rachel leads the development and implementation of statewide benefit offerings—including grants, resources, events, and contracted services—designed to improve the well-being of education employees.
A member of the Trust’s leadership team, Rachel has helped guide strategic planning, operational development, and cross-functional collaboration to ensure programs are effective, equitable, and responsive to emerging needs. She oversees grantmaking strategy and administration, manages program budgets and data systems, and supervises a team focused on delivering high-quality, accessible programming. Her work centers on meaningful partnership with education leaders and historically excluded communities—including BIPOC, LGBTQA+, disabled, rural, and classified employees—to ensure initiatives are rooted in lived experience and advance belonging and equity statewide.
Prior to the Trust, Rachel worked at Oregon Health & Science University (OHSU) in the Division of Health Promotion & Sports Medicine, where she helped develop and deliver Healthy TEAM Healthy U, a team-based behavior change program for employees. Her experience at OHSU spans curriculum development, facilitation, data collection, evaluation, biometric screening, marketing, website management, and national training initiatives for evidence-based youth health programs. Beginning her career in public education as a Head Start teacher with Portland Public Schools, she developed a strong foundation in building school communities rooted in care, respect, and belonging. This experience deepened her commitment to supporting educators, addressing systemic inequities, and ultimately led her to her work at the Trust.
A graduate of Oregon State University with a Bachelor of Science in Health Promotion and Health Education, she brings a systems-level perspective, a deep commitment to equity, and a collaborative leadership style to every aspect of her work—advancing well-being for those who serve Oregon’s students and communities.
Born and raised in Portland, Rachel has a deep love for Oregon and enjoys being outside immersed in nature as much as she can. From camping in the summer to skiing in winter, she likes experiencing all the beauty the state has to offer with her partner, son, and lab-mix.
